Mark Guthrie of Houston Texas is a native Houstonian. He graduated from Baylor University with B.B.A. (1983) and J. D. (1985) degrees. He has maintained a busy private law practice in Houston for the past 37 years, the last 34 of which with Winstead PC, where he has been a partner for 29 years. Mark is recognized in local, state, national and international best lawyer publications, has a national trial and dispute resolution practice focused on the construction industry, particularly in the power, petrochemical, energy, industrial and heavy civil sectors, and has resolved disputes, tried jury trials and tried arbitration cases in many different states across the country. From time to time Mark also handles other commercial disputes, including contract, trade secret, intellectual property, insurance, real estate, and environmental cases as well as large construction transactions.
Mark is Chair of the Gulf Coast Workforce Board (since 2013) and has continuously served on the board since it formed in 1997. He represents on the board large private businesses in the City of Houston. Prior to becoming Chair, he served as Vice Chair from 2000 to 2013. The Gulf Coast Workforce Board through its operating affiliate, Workforce Solutions, operates the public employment system and provides career offices, scholarships, funded training, subsidized child care, adult basic education and other employer and job seeker services in Harris and twelve surrounding counties along the Texas Gulf Coast. With a current budget of $496 million, it is the largest regional workforce board in the United States measured by total budget or persons served.

Mark also is a Past Chair and current Board member and Executive Committee member of the Texas state association of the 28 local Texas workforce development boards, known as the Texas Association of Workforce Boards. Mark served as Chair of TAWB from 2010-2014, Vice Chair from 2008 to 2010 and Chair of its Policy Committee for many years.

Mark serves a director of the National Association of Workforce Boards (since 2017) and currently chairs NAWB’s Policy Committee. NAWB, based in Washington D. C., represents the interests of the nearly 550 local workforce boards across the United States.

Mark also serves on the Executive Committee of the Greater Houston Partnership’s Upskill Houston initiative, is a member of the Greater Houston Partnership Education Advisory Committee focused on K-12 and Higher Education, and is a member of the Advisory Board of Houston Community College’s Advanced Manufacturing Center. Mark previously served on an advisory committee on adult basic education for the Lone Start College system.

Mark is married and has 3 daughters and 3 (soon to be 4) granddaughters and 1 grandson.
