About the Executive Director of Military Education Programs

Robert Glover is the Executive Director of ROTC and Military Education Programs at Houston Community College, a 1985 graduate of Texas A&M University, and a retired Lieutenant Colonel of Marines.

His first duty assignment was at Marine Corps Air Station Cherry Point, North Carolina, where he served as an Air Intercept Officer with Marine Air Control Squadron 6, Marine Air Control Group 28. After receiving his full qualification as an Air Intercept Officer, Lieutenant Colonel Glover was assigned to Headquarters and Headquarters Squadron 28 for duty as an Air Defense Coordinator in the Marine Tactical Air Command Center. He also achieved his qualification as an Air Defense Coordinator. In January of 1990, Lieutenant Colonel Glover was transferred to Marine Corps Air Station Yuma, Arizona, for duty with Marine Air Control Squadron 7. During this tour he deployed aboard the USS Tripoli in support of the 5th Marine Expeditionary Brigade during Operation Desert Shield/Desert Storm as the S-1 Administration Officer and S-4 Logistics Officer for MACS-7, Detachment ‘Alfa’.

Lieutenant Colonel Glover is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and the Marine Aviation Weapons and Tactics Squadron-One’s Weapons and Tactics Instructor Course, achieving the designation as a Weapons and Tactics Instructor (WTI) in Marine Air Command and Control operations (MOS 7277). He has successfully achieved over 1,500 ground-controlled intercepts during peace and wartime operations. He has served as the Tactical Air Operations Center OIC and oversaw the technical and tactical proficiency training for the entire squadron. He deployed to Mogadishu, Somalia in support of Operation Restore Hope to establish an airspace management plan that would facilitate the flow of humanitarian relief supplies to the war-torn country and its peoples.

Following his release from active duty in 1994, Lieutenant Colonel Glover was selected to the Active Reserve Program and accepted orders to 4th Light Anti-Aircraft Missile Battalion in Fresno, California, where he served as the S-4 Logistics Officer, Battalion Executive Officer and the Battalion Commanding Officer. As the Logistics Officer, Lieutenant Colonel Glover coordinated the tactical movement of a Firing Battery’s worth of equipment ($40 million worth) to the U.S. Navy’s Barking Sands Missile Range in Kaua’i, Hawaii. As the Commanding Officer, Lieutenant Colonel Glover oversaw the divestiture of the HAWK missile system out of the Marine Corps inventory and the process of reassigning military occupational specialties for over 1,300 Marines. On paper, Lieutenant Colonel Glover is the last HAWK Missile Battalion Commander in the Marine Corps.

After his command tour, Lieutenant Colonel Glover attended the Marine Corps Command and Staff College at Marine Corps Base Quantico, Virginia, graduating in 1998. He subsequently served as the Reserve Training Plans Liaison Officer for Marine Corps Training Command, with the responsibility of ensuring that all Marines, whether active duty, reserve component, and Navy assigned personnel were placed in the various service and joint service schoolhouses designed to enhance their operational capabilities in preparation for combat operations.

In 2002, Lieutenant Colonel Glover was transferred to Headquarters, Marine Forces Reserve, New Orleans, Louisiana, for duty as the Training and Readiness Officer for the Force, in charge of overseeing the training and readiness of over 185,000 active and Reserve component Marines, sailors, and Marine Corps civilians. While assigned there he deployed in support of Operation Iraqi Freedom. He augmented the 6th Civil Affairs Group (Provisional) as the Civil Military Operations Center (CMOC) OIC in ar Ramadi, al Anbar Province. He later commanded a detachment and deployed to the Syria/Iraq border to establish the al Qa’im Regional CMOC in Husaybah, Iraq.  While there, he led the effort to assist the Iraqi people and government in building up its capacity, refurbishing water treatment plants, rebuilding schools and hospitals, and selecting a mayor and police chief for the region.

Upon his return in 2006, Lieutenant Colonel Glover attended the Industrial College of the Armed Forces at Ft. McNair, Washington, D.C., and graduated with an M.S. in National Resource Strategy. His follow-on assignment was as the Deputy Director, Manpower Programs and Requirements, Office of the Assistant Secretary of Defense for Reserve Affairs.

Lieutenant Colonel Glover retired from active duty in September of 2008 after twenty-two years of honorable service and continued to support of our nation’s warfighters.

Lieutenant Colonel Glover holds a Graduate Certificate in Prevention, Reconstruction and Stabilization from the School of Conflict Analysis and Resolution, a Graduate Certificate in National Security & Public Policy from the Schar School of Public Policy, both at George Mason University, a Graduate Certificate in Cyber Security from the University of Maryland University College, and a Graduate Certificate in Public Policy and Emergency Management from the George H.W. Bush School of Public Service and Government.

His decorations include the Bronze Star Medal, Defense Meritorious Service Medal, the Navy and Marine Corps Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (Gold Star in lieu of 2nd Award), the Navy and Marine Corps Achievement Medal, the National Defense Medal (Gold Star in lieu of 2nd Award), the United Nations Medal, the Southwest Asia Service Medal (2-stars), the Kuwaiti Liberation Medal (Saudi Arabia), the Kuwaiti Liberation Medal (Kuwait), the Armed Forces Reserve Medal w/’M’ Device, the Selected Marine Corps Reserve Medal w/3 stars, the Military Outstanding Volunteer Service Medal, the Southwest Asia Service Medal w/2 stars, the Global War on Terror Service Medal, and the Combat Action Ribbon (Gold Star in lieu of 2nd Award). He is authorized to wear the Office of the Secretary of Defense Staff Badge.
